Article 145

The Registration Authority is obliged to verify the qualifications of, and issue activity licenses for, specialized patent agents — through an examination administered by the National Organization for Educational Testing — for the performance of activities relating to searching, drafting patent registration documentation, and prosecuting patent registrations. The Registration Authority may allocate one percent (1%) of its budget to intellectual property education. The executive regulations of this Article, as well as the regulations on the manner of supervision and handling of violations by agents, shall be prepared by the Registration Authority within six months after this Act enters into force and approved by the Head of the Judiciary.

Note — Specialized patent agents do not need to obtain a notarized power of attorney from applicants; the grant of authority on special forms determined under the executive regulations of this Article suffices for the performance of registration matters.
