Handling the licence request

The secretariat shall, within ten days at most of receiving the request for a compulsory license, notify the owner of the invention. The owner of the invention may, within thirty days at most, deliver their views and reasons in writing to the secretariat. These views and reasons shall be registered with the secretariat and submitted to the board referred to in Article 40 of this Act for decision.
